Jeff Rabren, Founder and Principal
Jeff founded Red Level Strategies after over a decade leading and managing the state government affairs and economic development department at Regions Financial, one of the nation’s largest full-service financial services firms and a member of the S&P 500. Those efforts included managing legislative and public policy issues across a fifteen-state footprint. His responsibilities involved managing consulting firms in many states, developing coalitions with trade associations and other financial services firms, implementing unique strategies to achieve desired outcomes, drafting new legislation, amending existing laws and regulations, and developing the necessary relationships and strategies to create an economic development department.
Jeff’s efforts in economic development included strategic partnerships with the Office of the Governor, Department of Commerce, other private businesses, local economic developers and non-profits. These partnerships focused on recruiting new business to Alabama, as well as developing and implementing strategies to retain and expand existing industries. Our firm can show you how to be successful in this extremely competitive environment.
Prior to his time at Regions, Jeff led Governor Bob Riley’s legislative affairs team at the Capitol in Montgomery. In his six years in that role, he served as the governor’s liaison to the Alabama Legislature, working with legislators on both sides of the aisle to pass legislation, including incentives to recruit major industries, and served as a senior advisor during development and implementation of the governor’s public policy agenda. Before his time in Montgomery, Jeff served for four years as a senior policy advisor for U.S. Representative Terry Everett in his Washington, D.C. office. During that time, he advised Congressman Everett on legislative and policy issues ranging from national defense to financial services to interstate commerce and international relations.
Jeff is currently a board member of the Business Council of Alabama, the Economic Development Association of Alabama and VOICES for Alabama’s children. He has previously served on the boards of the Alabama Germany Partnership, the Japan America Society of Alabama, Camp Smile-A-Mile, and Triumph Services. He holds degrees in accounting and law from the University of Alabama.
